The new law “Mandatory Greenhouse Gas Reporting”
40 cfr part 98
Most GHG producers only have to meet subpart C and subpart II. In most cases only subpart C.
Subpart C is straight forward, measure your fuel and report using the formula for Tier 1 or 2.
If you produce less than 25,000 metric tons per year from their dryer stack and biomethan. You
need not report. Most plants will produce more that the threshold amount of 25,000 MT/Yr.
Subpart II. If you produce biomethan and if the CH4 is totally captured and destroyed (in the
dryer) or flare stack that they only have to monitor flow from the biomethan producer and CH4.
You have two options to measure CH4
1.Install a continuous emissions monitor. (Why would anyone do this when you have option 2.)
2. Monitor the CH4 once a week!
Assuming you chose option 2, you have 2 choices.
1. Take a bag sample once a week.
2. Install a permanent CH4 monitor that automatically samples once a week.
